Residents of L.A. County of Hispanic descent who are recommended by the director of an accredited institution (or a recognized instructor in the field of music) can apply for this annual award. Applicants must demonstrate potential for success in the field of music (singing, performance on a musical instrument or musical composition) participate in an audition and an interview.
